Catherine V. Hayes, MA, President

Catherine V. Hayes, MA, President, has over 30 years of experience with a primary focus in residential services for people with developmental/intellectual disabilities. Ms. Hayes is a nationally recognized consultant and trainer in the area of regulatory compliance and quality assurance. Prior to co-founding H&W, Ms. Hayes served as the federal government’s Centers for Medicare and Medicaid Services (CMS) ICF/IID Team Leader and then Branch Chief for the Continuing Care Provider Branch. In these roles, she served as the primary regulator for the Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) program [formerly Intermediate Care Facilities for people with Mental Retardation or ICF/MR] nationally and was responsible for training state and federal ICF/IID surveyors and providing guidance and interpretation on these regulations. She served as a provider of services at a large state operated ICF/IID, where she was the Quality Improvement/Accreditation Council Coordinator. She has extensive QA and compliance experience through her years as Director-Operations and Development and Lead Surveyor and Trainer for CQL, the Council on Quality and Leadership. She has authored numerous articles as well as Positive Outcomes: A Provider’s Guide to Active Treatment, published through the ANCOR network and contributed a chapter in the book Quality Enhancement in Developmental Disabilities.

Mark Wiesel, Vice-President

Mark Wiesel, Vice-President, has extensive experience in management, quality assurance and training development. Mr. Wiesel develops systemic approaches to managing quality through ICF/IID compliance and provides technical assistance and training in improving and streamlining quality assurance systems. He designed a data base for tracking regulatory compliance for use with ICF/IID providers. Mr. Wiesel provides project coordination for high intensity training and service delivery improvement projects targeting regulatory compliance and recertification of ICF/IID facilities. In addition, he led efforts to evaluate the planning process and long term goal development of systems for states and provides to support efforts to improve overall service delivery quality, including transition to more community-based services. He has over 20 years of personal experience with genetic movement, behavioral and cognitive disorders including 15 years as an advocate in the non-profit health care arena. Prior to co-founding H&W, Mr. Wiesel spent over 25 years in project management, management development, business management and project and cost planning in both commercial and not-for-profit arenas.

H&W Team of Consultants
H&W has assembled a team of consultants with a vast array of experience supporting agencies that serve people with intellectual/developmental disabilities. The H&W consulting staff includes individuals with PhDs, MD, Masters and RN degrees.
Our team includes consultants who are psychologists, therapists, managers, and providers with many years of practical experience in serving people with ID/DD. Specific expertise includes implementation of Quality Assurance systems, regulatory compliance, and training.
Many of our consultants have either federal or state ICF/IID survey experience, and were trained and certified by CMS in the current ICF/IID survey process. All of our trained surveyors also have experience as an ICF/IID provider, which provides them with a unique perspective to better serve the needs of our customers.
H&W designs each project based on the needs of the customer and has the expertise necessary to provide the right consultant skills and manage your project. Our goal is to make sure your organization has the leadership and skills necessary to make and maintain the needed improvements at your agency.
